He mentioned that he's been a PR since 2019. FYI, I got my PR the same year. I applied for SC exactly 2 years later and was approved in about 6 months. Anyway, no 2 cases are the same. One factor which seems to be in his favor is that he's a Malaysian. I think the fact that he was approved for PR with a salary which is much lower than many of the subcontinent Indians who are unsuccessful, that itself indicates that Malaysian Indians are given preference ahead of the ones from the subcontinent.
