ICA and MOM both ALWAYS leave a side door for themselves to cover any extenuating circumstances of applications that go longer the necessary. It's ironic because if it does they will not give you the reason for doing so which for all intents and purposes makes the original statement not much more than gossip. It is what it is.

What citizenship does your son currently have? Japanese? Not sure how it would work now to apply for Singapore citizenship if he's already holding another country passport - can it be done directly without first becoming a PR?

Within a year, the child is likely eligible for citizenship by descent (Constitutional right - the exact eligibility depends on how the parent obtained SC). After a year through age 21, the parent can still apply for the child, but it is just like any other application (obviously still a good chance to be approved). The child should not need to become a PR.
