Requirements for a 'light' cafe

I recently acquired a cupcake business. Currently the business only sells cupcakes. 70% of sales are walk-in, the remainder is online or phone orders.

To increase the revent into the business, I had planned on adding a light 'appetizer' style menu to increase walk-in revenue by attracting customers beyond those looking for something sweet.

The issue is with regards to licensing. I am getting conflicting views/opinions on this with regards to weather or not an exhaust/hood system is required for "light cooking" activities. I see other "light cooking" cafe/F&B outlets operating without an exhaust.

Can anyone shed light on this with regards to the requirements?



sample of "light cooking" menu items i wanted to add:
chicken strips w/ fries
burger 'sliders' w/ fries
mozzarella sticks
nachos (cheese only, or with meat options: chicken, beef)
quesadilla (with meat options: chicken, beef)
chicken wings
pizza (individuals size)
southwestern eggroles / 'texmex' eggroles
samosas

I can't help you, but deepfrying or frying on a griddle/grill would not be considered "lite" cooking and would definitely need a hood / exhaust network.

Why don't you ask these folks what kind of stuff/licences/permits they need. They have kiosks and small stalls all over the place that sell fried food.
