City of birth is not in the drop down list in form 4A

When I was filing form 4A for PR application, country and province / state of birth need to be selected. I was born in Kuala Lumpur, Malaysia which is a federal territory but not a state. All of the Malaysia’s states are there in the drop down list except Kuala Lumpur. Can I select Selangor instead which is the nearest location? Thanks in advance.

Both the city of KL and the federal territory are within Selangor. You should select this as the state, as it is correct. It is not like the USA District of Columbia which is not within any state.
