I am wondering, is there any tips to conceive a pair of baby twins? Or does it really have to run by genes and only rely on luck. haha

Fraternal (nonidentical) twins occur when two or more eggs are fertilized during one pregnancy, usually during the same cycle. Sometimes twins do happen because of genetics.

I think it's more genetics? Coz I always hear that having twins runs in the family, and may tend to skip generations.

I believe the only way to increase chances are through IVF as more eggs are implanted to increases chances of pregnancy. Other than that, I believe it's largely genetic. My sister-in-law has a pair of twins, and she herself is a twin.
