Outerwear for weather 15-21 degrees

Can anyone recommend a suitable outwear for weather at 15-21 degrees? Fleece, warm padded or sweats?

Wear a hat, gloves and warm boots or shoes and you should be fine. When you go inside where the temperature is warmer you will be prepared. You can take off your layers until you are just right. If you wear a lightweight scarf you can keep that on inside, too.

Related question, but anyone has recommendations about winter jackets/thermal wear suitable for small kids? Find it hard to find good ones for the young ones, especially concerned whether they are warm enough and don't fall ill. Any advice would be much appreciated :)
