Getting a sim card with IPA?

I am trying to get a sim card before my EP is delivered, but it seems not possible? I have talked to circles.life and they said they need the physical card rather than IPA. Starhub's page also doesnt list IPA as required/accepted documents. Anyone knows if any provider accepts IPA for the sim cards?

Do you have a FIN number yet? I got Singtel plan before I got the physical card, I had a FIN but can't remember if I was IPA or approved at that point.
