say (same day)
flight Air Asia Phuket to Changi T2 arrive 5 pm
flight Emirates to Dubai T1 11.30 pm

would the tourist (past travel is 50 days in Thailand) be caught by new COVID 19 restrictions i.e. denied entry to T1 and thus air asia have to fly passenger back to Phuket or passenger may elect to stay in Sg = 14-day stay at home?

If they don't pass through immigration then they should not get hit by the Singapore restrictions so as long as the tourist can go directly to T1 without passing through immigration they will be OK. If they have to go pick up their checked baggage and check back in for the second flight then they will get caught I think.

I haven't seen any restrictions on transit unless the traveler has been in China in the last 14 days. The restriction on ASEAN countries is for people entering Sg, not transiting. So I think you are fine at the moment.

You have to pass immigration to collect your bags (assuming you have bags), correct?
You collect your bags and check in for a flight with different airline and terminal. So this means you are not in "transit" and will be caught = 14 day stay home; correct?

If you have to collect your bags then yes.

Item 2 in the fist link and reply 9 in the second are relevant. You'll need to check with the airlines if they have transfer facilities at Changi so you don't have to clear immigration.

but what if you have not (at eta 5 pm) as yet booked/paid your outbound flight (Emirates to Dubai T1 11.30 pm)? I wish to go to Emirates desk (say 6 pm) and pay/take the 11 pm flight.

No idea, you'll need to contact the airlines.
