Thailand (Phuket); Visa on Arrival stopped?

I'm confused, what is the current proposed situation ?
You and everyone else, Thailand seems to change their mind and the rules twice a day.
As far as I can tell the Visa on Arrival changes only applied to 21 countries where you had to go to the VoA counter in the airport on arrival. However according to this: https://www.bangkokpost.com/learning/ea ... s#cxrecs_s everyone now needs a medical certificate to even get on a plane to Thailand.
