Flights into Singapore; what might be the rules?

Health certs?
tests (type? / origin and destination?)
quarantine?
stay at home?
will ASEAN be different from say Europe?
will there be consistency worldwide?
will tourists be last to come (business first) ?
will land border with Malaysia be special case?

tests (type? / origin and destination?) If you can't provide one from origin almost certainly need to do one at destination at your own cost.
quarantine? if you can't clear a test yes.
stay at home? probably depends on the country
will ASEAN be different from say Europe? yes - China/HK/SK and Oz/NZ tryin to open travel "bubbles" soon.
will there be consistency worldwide? No
will tourists be last to come (business first) ? Business and essential (including family emergency/reunions) will be first.
will land border with Malaysia be special case? Hard to say. Probably will be resolved between Singapore and MY in a few weeks. Singapore businesses are desperate to get MY workers back in.

Flights if permitted in the near future, will also need to observe social distancing between passengers.
