Apply Singapore citizenship

Are the chances better to get PR first and Citizenship or can I just try to obtain citizenship?

Unless you are an unwed minor of, or adopted by, an SC citizen, NO. All other routes require a stint as a PR first.

Just curious, is it easier to get PR (as an EP) or SC (as a PR) at this moment? Or is there no difference?

Cant compare as the the criteria for both is different. However, if you really need an answer, I'd wager getting PR as harder (for non malaysian chinese)

Persosnally, I think getting SGC is would be harder. There are less total slots for SGCs than PRs but ICA uses SGC to prop up the artificial demographics that they are comfortable with which means those in the Others or Indian categories will find themselves being virtual Salmon trying to swim upstream.
