Renewal of LTVP for Parent of SC

Hello all,
I have a question regarding LTVP renewal.
Can LTVP renewal application (online) for parent of SC be done while parent is not in Singapore ? Parent is supposed to come back to Singapore in Jan 2022 but LTVP expires in Feb, so wondering if renewal application can be done in Dec/Jan ?
