Student pass

Hi all 
Could you give me some advice for regarding student pass application? Both parent have been working in Singapore for 12 years. But our monthly salary is not $6000. So, we applied student pass for my girl 8 years old with 120K , bank statement. However, we got the rejected letter.
I would like to know how much we can put saving in financial statement to get student pass? Or we cannot get the student pass without getting monthly salary $6000? Or Can put the local sponser for her? Should I apply the appeal letter?
