already reported. They said it's civil case and suggest me to find an lawyer. But l couldn't afford an lawyer for legal aid

Yes landlords rip people off all the time in this country from the horror stories I have heard. I can't say it's happened to me and the only recourse is to file a claim in the small claim court or hire a debt collection company - however if the land lord lives in a private condo the debt collection company most likely won't be able to get past the security gate or know the code to enter into the lift to be able to knock on this person's door and ask questions about it.
