PEP Accepted, advice needed

Hi Everyone,
New to the forum. I've just had my PEP accepted which is fantastic news. I'm now in the process of applying for dependants pass for my partner and my two children.
I've received the "In Principle Approval" which is valid until December 11th (which is the timeframe I have to get my PEP issued in person at Singapore).
I have a couple of questions which I was hoping someone could help me with.
1. Am I allowed to still enter the country as a tourist with my partner as we want to come and see some schools and recruiters? (So that I enter without getting the PEP issued at that time).
2. Does the 36 month time frame start once the PEP issued, or is it in effect starting now with the In Principle Approval?
