Late Start School timing once a week Secondary School

I do not see a point in starting secondary school later once a week. Students will end school later and get home much later than a regular hour and having to start school very early the next day.
Parents will also need to drop off kids twice since every school has a different day for late start.
Not sure what's the point of MOE doing this? Why can't they start school at the same time every day?

I don't think this is a MOE rule, as there are secondary schools that start at the same time every day.
Also, I don't know which school / timetable you are looking at, but a lot of schools have different end times that vary each day (could be a range of 2 hours, or +/- 1 hour from the average). One school I know of that starts late one day per week (just short of an hour) ends at the same time as all of the other days. I would also say that the very late days are driven by CCA or Third Language, not starting an hour or so later.
Regardless, can't the kid just send himself/herself to school on that day if it is inconvenient for the parent? Or go to school at the same time and do HW, etc?

Yes it's once a week and starts about 1-1.5hrs later and dismisses 1-1.5hrs later as well. By the time they're home it's rather late, and it's on top of the 2 CCA days which they will return late as well.
Not sure the objective of going later and coming home later. Oh yes, I think most schools adopt it, but not all.
A little inconvenient to go on their own in the morning, will need to change multiple buses to get to school.

The best ones I've seen start late on Friday or they start late the day following a CCA day (although the former isn't really feasible for the schools that have CCA 2x M-Th).
Generally, I would agree just pushing everything back by an hour or so for one day a week isn't going to do much.
