Who pays for dependent pass?

Hi. I understand that the Employer must pay application and issuance fees for EPs
What about for Dependent Pass for Employee's spouse?
Can company recover the fees from the Employee?

Yes… my employer (a major MNC) started recovering the DP fees from me about 10 years ago (I’ve been on an EP for 27 years). It really irked me since it’s such a small amount.
The first time they charged me I asked my boss if I could claim it back as a petty expense… he approved, and I got it back.
Second time I just ignored their request for me to pay and eventually they forgot about.
Third time I tried to ignore it, but they kept pestering me, so I just paid it.
Fourth time I gave up already and just paid it.
