Singapore Expats

Hello everyone,

First, I want to apologize if this isn’t the correct place to ask. I won’t be living in Singapore or becoming an expat there — I’m only posting here because I genuinely don’t know where else to turn and I’m hoping someone familiar with Singapore regulations can help clarify things.

I am a U.S. Army veteran, currently living in the Philippines, with PTSD and chronic pain. I will be traveling from Manila to Phuket, with a short airside transit (about 2 hours) at Singapore Changi Airport. I will not be clearing immigration.

I am prescribed the following medications, all legally prescribed and carried in original packaging, strictly for personal medical use:

Fentanyl transdermal patches 50 mcg (3 patches total)

Morphine 30 mg tablets (approximately 20 tablets)

Alprazolam (Xanax) 0.5 mg

Clonazepam 2 mg

This is roughly a 7-day supply, intended only for my vacation in Phuket.

I have already contacted the Thai authorities, and Thailand only required prior permission for the fentanyl patches and morphine. They confirmed that alprazolam and clonazepam do not require prior approval for entry into Thailand for personal medical use.

I want to be very clear that:

These are prescription medications, not recreational drugs

They are only for my personal medical needs

I am trying to be fully compliant with Singapore law, even though I am only transiting and not entering the country

What I am hoping to understand is:

What is the correct procedure to legally carry these medications through Singapore during transit only?

Is written HSA approval required even if I do not clear immigration?

If so, what is the correct process to obtain that approval specifically for transit?

I’ve reviewed the HSA website, but the information around transit versus entry — especially for controlled or prescription medications — is still unclear to me.

Again, I’m sorry for posting here as a non-expat. I truly appreciate any guidance from those with experience or knowledge of Singapore regulations.

In general... with supporting documentation and particularly for a low volume and in transit you should be ok. The very few transit drug cases that come up are for clearly illegal recreational drugs in commercial quantities. Not prescribed stuff. You can buy Tamarol and acroxia and other good stuff here in the airport air side.

I'd be very careful about letting anyone know in Thailand esp Phuket that you have these. Far too many bad folks in Phuket who'd do you over for them. I'm not sure I would declare them in Thailand on entry unless stopped and asked.

Also be wary of someone realising you can get these on script and following you back.

I was young and thought my country was at war, it was a long time ago and I've accepted it, but I do need the medication. I just spoke with Changi customer service and they spoke with the security there. They said as long as it's not liquid, it shouldn't be an issue. I really would just love some sort of documentation from the government, stating everything is fine and we won't execute you lol.

I agree the rules are confusing for transit (i.e. all personal medication allowed but...) and it does appear to me that Fentanyl (and probably Morphine) require approval.

Can you fly direct to Thailand from the Ph?

That's the thing, there's no direct flights, that don't take 25 hours. I have until July to figure this out and currently working with the HSA to see what we can do.

Air Cebu, PIA, Thai Air and Air Asia fly direct to Bangkok from Manila - domestic flights from Bangkok to Phuket are cheap and frequent. Check on kayak.com

It may be worth breaking the trip a day anyways to recoup if you're in pain.

I've spoken with the Singaporean embassy in the Philippines and they said it's all good, just check with the airline, which is also Singapore Airlines, which also said all good . I'm really waiting on what HSA says, before I make any further plans, since they are really who's in charge here. I did look into breaking up the flights originally, but this was A:the cheapest flight and most direct and B: we wanted to see Changi airport, since it's supposed to be one of the coolest airports in the world.

Worst worst case scenario, I can get 3 of the 4 medications in Phuket and have already set that up in advance. I really appreciate all the advice you have given me and would love to one day visit your country.
