You probably need to contact the ACRA (
http://www.acra.gov.sg/).
You may or may not need to register yourself as a business. From my reading, if you conduct tuition out of your home and do not hire employees, you are exempt from needing to register. However, if you have a place of business then you will need to register.
See the faq at
http://www.acra.gov.sg/business/whatbiz.html
And remember, that is just my reading. The ACRA people should be able to tell you what the registration requirements are.

You are a local. And you are asking expatriates how to start a business in your own country ?

I know how to set up a tuition agency. Is that really what you are looking for? Well, if you still do, maybe I can help in answering some of your questions.
