What are the laws on imitation goods ?

is it illegal to sell those fake billabong/addidas clothes?

Yes, it is illegal to sell fake goods. You are violating the trademark and copyright of the the original goods manufacturer. The manufacturer is harmed by your sales in two ways.
For example, you sell Adidas clothes that are fake. First, since they are fake the manufacturer does not make any money from the sale even though you profit by selling their brand name.
Second, fakes are often of poorer quality and people will think that Adidas sells poorly made garments.
Now, people ought to be smart enough to realize that if you are buying name brand merchandise at one fifth the real cost that they must be fake. Some people don't care. However, the Singapore government will care a lot and will bust you as soon as they get word of your activities.

May i know...?? cos i saw it on those pushcart that sell genuine branded stuff, but tag has been cut off, are they illegal??

If the tag has been cut off, they may well be seconds and over runs that have been purchased through a broker.

Legally there is no difference in selling pirated dvd's or fake goods - they are one and the same.

i was wondering if i can sell fake soccer jersey in singapore..
if i'm caught, what's e damage?

Yes of course you can if you want to risk jail, is it really worth it? Can you really trust the person next to you, why should anyone working legal, accept a person, selling fakes? Do the crime you do the time!
There are however factory outlets, that sell the seconds and rejects, which are legal, and I also believe parallel importing is legal in Singapore, I was reading an article only yesterday on a court case here in SIngapore, whereby a chinese was purchasing branded exhaust systems from UK.
The manufacturer of the exhaust systems was from Austria, took the Singaporean to court, because he was not an authorised agent.
The manufactuer had only one authorised agent in Singapore.
The Chinese guy actually won the case because the goods were not fake, and he purchased them through recognised agents, although he did get stopped from saying he was an authorised agent when he wasn't, and he didn't have to reveal his source.
So the door seems wide open to parallel importing So you don't have to fake anything
