how to renew PR after it expies?Whether I must work in Singapore? Or I must live i Sigapore for some time?(Similiar to the policy in canada)

PR doesn't expire per se.
In order to leave Singapore and return while you are holding PR status you have to have a Re-Entry Permit. This is renewable at 5 or 10 years periods (generally 5 year if PR granted for Skilled/Technical persons).
If you leave Singapore and do not work in Singapore it will be very hard to renew your PR if you haven't worked in Singapore (You have to submit copies of your cpf contributions for the previous 12 months, last 3 years income tax assessments and a letter not more than a month old from your current employer stating how long you have been there, what your position is and how much you currently earn.
If you are out of the country temporarily and your Re-Entry Permit expires, you PR will automatically be revoked. You can apply to have it reinstated but it is entirely up to the discresion of the Immigration Office whether or not you get it back (will probably be view on the length of time out of the country, etc.).
