Singapore Expats

My girlfriend is studying in Singapore and I'd like to apply for PR for her. I'm an PR working in Singapore. Well, we then need to register our marriage first. I have some questions and hope someone can help me answer

1. how is the marriage procedure in Singapore?
2. does she still need a local sponsor? (she is still studying in a university)

Help please. By the way, I went to http://app.rom.gov.sg/internet/index.asp ROM website to find out how to register. I wonder if we can only register marriage without having our solemnisation conducted by ROM? It is because we'd like its to be held in our own country.
