My employer is in Suntec.
I'll be living with my wife (no kids).
Ideally, we want to find a place in the vicinity (max of 3 to 5 MRT stations) at around $1,000/Month or less ($1,300 max).
Of course, it should be near MRT, malls, and cheap food.

Any idea on where (which area, distict, HDB towns) to look in particular?

The mrt station which u alight to get to Suntec will be CITYHALL station.

Can try to get a 1bedroom HDB unit (public housing) at queenstown, redhill or tiong bahru estate/town. Will not be more than 1k. If u can stretch ur budget a little, can even try to get a 1-2bedroom condo then.
this is at central side.

if u dont like the above location, then u can try Aljunied or Eunos area. Just beside Eunos mrt u can get a lot of cheap hawker food.
This is nearer to the east side.
