i have plan to setup a cafe..
- what licence i need for F&B Biz
- which are the relevant agency or gov body to apply such licence?
- what other things that i may need to know?

My friend, do a little legwork yourself and ask some questions that can't be answered in 60 seconds with Google...
"Handbook for Businessmen" by Goh Tianwah is about as exciting as watching paint peel, but it has all the basics for setting up and running a company in Sing, and is available in your favorite bookstore.

Just so you know, there are lots of other questions to ask yourself besides those you stated.
