can someone living outside SP apply for an EP?

Recently I came to know from a relative of mine (who is on a social visit visa) that she applied for an EP to MOM.
Can some one throw more light on this, as I am not able to get similar information from mom website.
Basically I would like my b-i-l who is in Colombo to apply for the EP.
Any guidance/info much appreciated.

While it is a person who applies for and receives the EP, it is the hiring company that is responsible for justifying that they need to hire a person on an EP.
Therefore, if your relative is applying for an EP it means there is a company that is going to hire her, and that the company has filled out their portion of the application wherein they must described the nature of the job to be performed, and why this particular person is needed.
If she does not have the company sponsorship she can apply all day long but she will never get an EP.
Same thing for your 'b-i-l'... if he/she has an employment offer from a company willing to file for an EP then you can be anywhere and get approved... assuming MOM agrees with the company... but no job offer, no EP.

I also have, preceisely, the same impression about the EP process of MoM. However, as I heard from this relative that an agent asked her to apply for an EP eventhough she is on a social visit visa and does not have any valid job offer from any prospective SP employer. And when rejected, the agent apparently told her that she would have got it if she had applied from outside of SP. This is the reason I checked for any such information on MoM website, which I could not find.

I have a feeling that what they are talking about is an EPEC.
That is a Employment Pass Eligibility Certificate. This can be gotten prior to arrival to Singapore. This is not an EP however and the whole process will have to be gone through once they find an employer to sponsor them.
