Obgyn question Dr. kek Lee Phin Vs. Dr. Ilan Cheran

I am currently 19 weeks pregnant, and would like to give a Caesarean birth in Singapore. However, I need some advice about the doctor. I have seen both doctors once before, but I need to know how is Dr. Kek Lee Phin compared to Dr. Illan Cheran?
My first impression of Dr. Kek Lee Phin seems to be more patient, and she really takes her time to explain things to you, while Dr. Illan Cheran seems to be more rushed when doing things. Is this true? Has anybody done a C-section with either doctors?
What are the costs associated doing it with either of them, and what about the before, during and after care of the operation? What about the epidural procedure?
And I am not sure if its allowed in Singapore for the husband to be present in the operating room while the doctor is doing the C-section?
