s pass/EP got rejected because of company quota

I want to ask about my affair's.

Recently my application got rejected by MOM and today i went to MOM to find out what is the reason's and the officer checked for me and the officer said that there is no problem with my application's but due to company quota.

I want to ask is that possible to appeal but the issue is not the employee application but with the quota?

Or appeal is only for the rejected application's due to issue with the application's?

Thanks in advance if anyone can answer.

S Pass is a quota pass. If the company does not have sufficient local workers to meet the quota, no S Pass, no appeal, no nothing.

EP does not have a quota. If you get rejected it is because of qualifications and or proposed job. You can appeal.

oh so it's like that.

because currently i have EP and my new company apply me spass.
If that the case so can i resubmit again for the EP?

Only if you qualify for it. While you qualified for it on your current job, your potential new employer may not be paying you enough to qualify for an EP. If they are then re-apply, but for an EP & not an "S" pass.
