single seaman spr can buy flat or apartment with installment

[/b] I want to know ab buying flat or apartment or hdb in sg. My friend is a marine officer,captain in shipping management. He want to buy a flat or apartment , etc. with installment. But he is single spr, so he want to know ab it. Can he buy what he want? If you have any idea or information, pls contact me, pm me, answer for me. Thanks a lot.
