Cardio doesn't focus on burning fats on any particular spot, it burns fat throughout your body when you work out at the correct target heart rate.
For ladies, the tummy is the area that puts on fats most easily so a good diet (preferably low fat), followed by constant cardio and resistance training should reduce your tummy, including the rest of your body. The thing is, whether you do thousands of sit-ups or crunches or whatever variations of it, it won't help because your abs might be stronger but if the surrounding fats are not removed, the tummy will always be there.

spring_tomorrow is right, you can't spot reduce. The only way is to do more cardio, weight training and most importantly control what you eat. To lose the tummy you must lose fats not weight, it's different.
