Does occupier need to attend HDB resale first appointment?

Hi,
On the first appointment of buying resale HDB flat, do occupiers need to attend? Or only seller need to attend?

Occupiers need not attend any of the HDB appointments.

Occupiers need not attend any of the HDB appointments.
Buyers and Sellers -- both must attend the 1st Appointment with HDB. Alternative is only attending by POA (Power of Attorney).
