Doing a Ph.D. part-time is a bad idea in my opinion. I am already surrendering all my free time trying to finish my M.Sc on nights and week-ends since I work full-time.
However I would guess that NUS or NTUS have good Ph.D's although I am unsure if they would let you do it part-time. And to stress the point, a Ph.D. is only worth the quality of the research that you do, and considering it takes 3-6 years to do a Ph.D. at 8-12 hours a day, you would be there forever in order to do a good research.

Hi, the program at NUS is pretty good. You might want to be aware of three issues, though. The maximum candidature is 5 years (applies to part-time and full-time as well), and being part-time student does not entitle you to a student-pass and since it would be part-time : no scholarship, so full tuition fee has to be coughed up. The lectures is some faculties start after 6pm (and early Saturday), so continuing with your day job is possible. As mentioned by another poster, this could be quite demanding. Good luck!
