It is known in English as a 'play on words', taking words that sound familiar and giving them another meaning. In this case, it is taking Chinese 'names' and giving them English meanings.

I would be extremely cautious about making such jokes in front on any of my Chinese coworkers as this could be considered offensive. At least, I sure wouldn't find out the hard way.

As to what it means:
