Hi,
I need to get a simple static webpage designed. Could anyone be so kind as to recommend a good local (& ideally cheap) local designer/design firm ?

Do it yourself!
I am using Yahoo SiteBuilder which works pretty well for static sites - it is designed for dummies.
The catch is that you need to point your domain name at the yahoo servers - not a big deal and pretty inexpensive for them to host. They will also give you a free email address to use.

doing it yourself is cheap and gives you ultimate control
Its not such a steep learning curve as you may think and certainly doable with a simple static web page
There's a lot of free html web editors ( software) out there not to mention tons of html "how to's"

For a static page, you can make it in Microsoft Word, and save it as a web page. Truly a WYSIWYG solution, a no brainer, as long as you are not trying for something complex.

just come across some more ( easy options) and thought id post just in case anybody else reads this thread
For static pages
register.com offer great templates that are easy to edit / customise to suit your needs via their "on-line" editor . You can also register and host with them
For dynamic (flash)pages try
wix.com
again free templates and you can set up a free account to mess around with first . Some really impressive templates and by far the easiest and user friendly "on-line" editor I've seen.

You could also check out sites like templatemonster.com, they have a wide range of templates.
By the way, if you want to have someone to help out with design still. I might have someone to help out low hundreds.

The best thing is that it is free, no hosting fees. No need for domain name.
Except that you need to have www.(Your name).weebly.com

If you have a gmail account...just loggin to blogger...its free and just use the template and start doing your customization from there...
