USD Bank Account with Debit

A friend brought this up and now, I want to know the answer:

Basically, he saved up some US dollars. With its value much lower than before, he doesn't want to use thm in another country with a differente currency because he'll lose due to conversion rates.

He's thinking maybe he can open an account, with a debit card that he can use to buy stuff from the US, mostly online.

Is there a bank that would allow this? Really curious.

Both HSBC and Citibank offer US dollar denominated accounts, and I recall that a friend of mine did get a debit visa from HSBC which allows the withdrawal of US dollars.

Minimum balance needs to be at US$10k, if im not wrong with HSBC.
