Dear All,
we are a reasonable large company in Dubai and want to setup based in Singapore. Unfortunately, most of our key staff are not graduates but through time and skill know their work very well which has led to very profitable business.

Now we are not able to get their EP or PEP through the normal route and forms rejected as staff did not have qualifications. Money guarantees and higher salaries to them are not an issue for them but we don't know the way forward to bring them legally to Singapore.
Can you please assist with ideas?

Pay them more than SGD 8000 per month.

To add to Strong Eagle's point EP candidates who have sufficient relevant industry experience and a healthy salary have a high chance of being approved. The other aspect that needs consideration is convincing Ministry Of Manpower(MOM) that your new Singapore company has clear well backed growth plans, is in an industry with demand, and can contribute to Singapore's economy.

EP applications tend to get easier once the companies credibility with MOM is established.

MOM is also interested in your organisation, and its financial backing. They want to make sure you can afford to pay their salaries.

Policies on foreign hires is also affected by the industry your firm operate in.
