Why is the Circle line not a circle? Did someone forget to build the section between Harbourfront and Marina Bay?

Ah yes, indeed. I was on the Yamanote Line not so long ago. The compression factor was certainly high, but it was so refreshing to see the efficient, polite queuing system at the stations though.
