LTVP for P2 Pass holder

Hi,
I am an Indian national and am working on a P2 pass in Singapore. I stay here with my wife and 1 year old kid. My mother lives alone in India and there is nobody to take care of her in India. I want to bring her to Singapore. With the new rules, she is not eligible for LTVP as I have a P2 pass and not a P1 pass. Please help me get answers to these questions:
1. Does ICA consider special cases like these and grant LTVP in such cases. Does it make sense to appeal to ICA for such cases?
2. Does it help if I am willing to deposit an amount with ICA / govt in order to show that I am financially capable of taking care of her. This way, can I get an LTVP for her?
3. I know she can keep extending her short term social visit pass by making visa runs to Malaysia, but how many times can she do that? Do you think that the immigration guys will not object her visa runs looking at our case that she cannot live alone in India?
4. Is there any other way she can stay with us for longer duration such as at least 6 months at a stretch after which she can visit India and come back?
5. Can a PR holder or citizen sponsor her stay/LTVP despite not being a blood relative?
