In my honest opinion, very slim chance of being approved especially after 9 months

ICA moves in their own strange way. You cannot hurry them. Often, in the past three years, it takes 6 months before anybody even looks at the application because of the sheer numbers of people trying to weasel their way in before the door is well and truly slammed. If one appeals, generally it doesn't go back into the queue in it's old place but to the end of the line and rightly so. So, if one doesn't have patience, one shouldn't bother applying. There is well and truly enough threads on this board that will attest to the length of time it's taking for both rejection and approvals. There is no given.

Each year there are approximately 100k PR applications received by the ICA. My guess is priority is given as follows for processing applications.
1) Spousal PR to Singapore Citizen
2) Spousal PR to PR
3) PTS PR Malaysian/Indo Chinese
4) PTS PR EP P1 family with male children
5) PTS PR EP P1 Others
6) PTS PR All Others
The ICA PR department isn't that big in terms of staff so this is why it can take so long

Or every morning they open a window, wet a finger, stick it out of said window and try to gauge which way the political wind is blowing.

Lakku, you are desperately waiting your PR approval to buy resale HDB?
Effective from 27th Aug 2013, 3 Years waiting period for Singapore PR's to buy resale HDB!
you can now reduce your PR approval expectations / stress.
