Does anyone knows where I could look for partners in Singapore for web-startup project??

i assume you both are looking for either funding or technical expertise/guidance...

pitch it and if your idea is good, they (both) will come. if your google-fu is not good enough to find appropriate places to pitch, then i fear the interwebs is not for you.
