How can one check if cleaner is regulated? Is there any special registration database or a regulatory body?

Hire a cleaner with a good agency - that's how.

sergei82, that's very helpful
Check the name/address of the company, and the name/address of the invoice they issue. They should match.
Next step is very important. When the cleaner comes, check her work permit and make sure that her employer details match the ones on top. If they do, then the cleaner is a legit one.
If the name/address of the company is different, then you have a problem.
One of the moderators here, sundaymorningstaple, has a link to list all recommended service providers. Those are the proven legit ones.

While nothing more than a warning was the final outcome, friends went through quite a bit of worry and hassle due an illegal cleaner. This included passport confiscation for a number of weeks.
They believed their cleaner was married to a Singaporean. Actually the cleaner did too, just had a different idea of what marriage was.
