Given the circumstances, my best course of action would be to apply for a child's enrollment in an
International School for the next academic year(2025). In the meantime, explore the possibility of having take the Admissions Exercise for International Students (AEIS) to facilitate direct entry into Primary 2 in the following year?

Have you thought about trying the next round of P1 instead? I’ve heard of cases where due to language ability, some kids come in a grade lower than when they would normally based on age. No shame in that, in fact sometimes it can work out better for the kid as they might end up taking more leadership roles compared to their younger counterparts. If you like this idea, reach out to the MOE to confirm.

This is really my first time hearing it..
Have taken the appropriate first step by reaching out to the MOE through their official website regarding the specific requirements and procedures for the enrollment.

Just got a call from MOE side advising they don't accept overage child for P1 admission.
Only option is to go for AEIS P2

That is surprising, because I know someone in my immediate family who did enter a year later, though it was not at P1 — it was at P3 (they were supposed to be in P4) and also due limited/no English at the time. This was back in the 1980’s.

This their reply:
we regret to inform that we are unable to offer their child a place in our national schools for the upcoming academic year. The IOI closed on 3 June 2024, and registration in Phase 3 of the 2024 P1 Registration Exercise is no longer possible.
For your child, born in 2018, will not be eligible to participate in the 2025 Primary 1 registration exercise for admission in 2026. The registration exercise is specifically for children born between 2 January 2019 and 1 January 2020 (inclusive).
To ensure a smooth transition for their child's education In Singapore, we recommend exploring alternative educational options, such as enrolling him/her in a Private Education Institution (PEI).

I would put them in a PEI that offers Singapore curriculum with the intent of them catching up and enrolling in a public school ASAP.

My friend sent her daughter to a private school at Bukit Timah with SG curriculum. I doubt non citizen / PR can be enrolled to local school easily right now because there are tons of
International School that need students out there. As Singaporean I believe you do know that everything are business here. I suggest you settle the immigration related matters for your fiancé first before move on to the next headache.

Bukit Timah a little far off from where I’m staying (Punggol).

According to the Ministry of Education (MOE) website, your son will need to take the Cambridge English Scale (CES) test, followed by the Cambridge English Qualification (CEQ) test, and then the AEIS Primary Mathematics test.
For the AEIS, the tests are typically conducted in September. For the Supplementary AEIS (S-AEIS), the tests are scheduled from March 11 to March 13, 20254. It’s important to prepare your son for these tests, especially since he needs to improve his English proficiency. Hiring a tutor could be a great idea to help him get ready.
