Spousal sponsor

Hi,
My husband's PR application has just been approved. I believe that his PR is approved under spousal sponsor as he is a work permit holder & not an S pass holder.
I read somewhere that he may have to attend NS if he is under spousal sponsor as opposed to the Skilled Workers Scheme. (He is 28 yrs old)Would appreciate any comments on that.
I have also written to ICA but I hope that I won't get another general answer from them. We also have to make an informed decision in 2 months' time whether to accept PR or not. Or how can he still be a PR without having to go for NS.
He is currently working & his income is a helpful source of financial help. We also hope to have a baby soon and is he were to attend NS, it would make the plans difficult o fulfill.
