The Penal Code here basically means that it's illegal to be gay, but they don't actually carry it out. The gay scene here is pretty vibrant, with lots of gay and lesbian bars & clubs.

The law here prohibits homosexuality, but they don't act on it. This is Singapore's way to stay neutral, by keeping the law to satisfy the conservatives and religious, but not acting on it to keep the image of a "modern" nation. I personally find this ridiculous but oh well...
