I didn't know that JB had so much crime. I always read about people going over there to go shopping, but now it does not sound so lovely. Does the crime spill over into woodlands or is it strictly 'over the border?'

Agreed. You would do better to get this info from Shanghai people. Check out the two reputable pet rescue organizations in Shanghai for help: SCAA and Jaiya Animal rescue. There goal is to home pets and help owners KEEP their pets when they move away, so they would be happy to advise you. Good Luck.
