Can LTSVP of old mother be turned down?

My hubby is applying LTSVP for his mother as he has lost his father. We both are PRs He earns more than $20k/pm. Our application is still pending at ICA after 4 weeks. Is there any possibility it can be turned down? What should be done in that scenario? She is over 60 and cannot live alone. Thanks.

It is sold here as BRANDT here in Singapore. Not sure if it sold as Kleenmaid, as least it does not appear in the display.

Didnt do too much of volunteering..maybe average once a month. When I did it I didnt know that my application would be rejected. We decided to submit the details when we read on a forum that we can use volunteering as an added point.
