I don't think that having master degree from local universities would guarantee a PR status. It might give you a higher chance. But if you really interested to become a PR, it would be better to start off with getting an Employment Pass first. After a few years then apply PR. Looking at the ICA.gov....

Yes, that's right. But you can buy insurance for it which include personal accident, hospitalisation, etc.
