Obviously there isnt such a law. Its just not a habit for most Singaporeans thats all. And in Asian societies, its considered rude to sing or whistle while working because you will disturb people around you.

Hi kithu i live in lakeshore and I see many foreign expats' children mixing around with locals too, and there are quite a lot of family-oriented activites all year round in the condo, so dont worry about not being able to fit in this wonderful community. Just an opinion from a local myself. :)

Here are some of the condos you can check it out: Lakeshore, Parc Oasis, Parc Vista, Lakeholmz. Lakeshore is the newest condo among these mentioned.
