I heard no Vietnamese got PR since 2010 except one case but he is VN with Chinese race. I myself applied in 2011. My profile might be more like your bf (local graduate, IT field, salary about the same range, little experience) but I got married and in the end it was rejected after a year of pending...

Debit cards and even cash are fine. If you're making small purchases, some places don't even take plastic.

You can sometimes utilize services between these ATM machines: ANZ, HSBC and Standard Chartered, Citibank and Maybank as long as they have the atm5 logo on the machine. It will make it easier to withdraw cash as these machines are more rare compared to the Singapore based banks.
