Cetaphil is pretty good and pretty highly recommended, by doctors too. I've noticed they now have a wash specially for oily skin. They have it at Watson's and many pharmacies. I couldn't find that one online but found an oil control foam wash. Worth checking out.

Far East & Bugis Street is definitely way up there. Some housing estates have little shops too. But those two are the first things to come to mind, my usual haunts esp when I was younger and on a super tight budget.
