Yes, doctors, psychologists, therapists, and most medically related professions are required to report any drug abuses/crimes uncovered in the process of treating their patients in Singapore.

It really depends on whether or not your doc wants to go through all the trouble.

I believe there isn't any government agency that specifically helps with this. You can try your luck posting in hardwarezone forums, lol.

You can probably get a mobile connection of your own for data or maybe buy a prepaid card to stave you off until you've stabilized and decide on something more permanent. But don't expect much from that either; see a billion other threads in this sub-forum griping about the terrible mobile data net...

It's even sadder that they're using "Temasek" as part of their name. Used to be associated with Singapore's history as a fishing village, or perhaps a reasonably reputable investment corporation... now it just reminds me of how ignorant/ridiculous some people can be on the internet
